Thirteen of the African American delegates are included along the bottom row. Later group portraits of assembly members usually excluded African Americans entirely. Among the black legislators shown here, Peter Jacob Carter, first on the bottom row, was at the beginning of a distinguished career in politics. After serving in the United States Army during the Civil War, he won election to the House of Delegates four consecutive times and became a leader in the state's Republican Party. The 1871-1873 term was the second to which African American men were elected. Title A name given to the resource Constitutional Convention Coupon Book Subject The topic of the resource African Americans, Virginia Constitutional Convention Description An account of the resource After the money the convention appropriated to pay its expenses had been exhausted, the convention required the auditor of public accounts to issue coupons to cover the unpaid per diem allowances of convention members. The delegates either redeemed their coupons at the treasury or held them until 1869 when they could use them to pay their taxes. Delegate James B. Carter, an African American who represented Chesterfield and Powhatan Counties, received coupons worth $160 on April 15, 1868, two days before the convention adjourned, and cashed them in on three days in May and on one in August. Title A name given to the resource Virginia Constitution, 1868 Subject The topic of the resource Virginia Constitution Description An account of the resource As required by federal law to be readmitted to the United States, a convention met to write a new state constitution. It reformed local government on the more democratic model of the New England township; it required the General Assembly to create a statewide system of free public schools for all children; it granted the governor the right to veto bills that the assembly had passed; and it granted the vote to "Every male citizen of the United States, twenty-one years old," except some supporters of the Confederacy. The constitution as approved by the convention in April 1868 disfranchised some former Confederates, which resulted in a delay in holding a ratification referendum. When the referendum was held in July 1869, voters ratified the constitution by a vote of 210,585 to 9,136, and they rejected the clauses disfranchising former Confederates.
