In her note to Governor Price, Mrs. Simmen wrote “Justice travels via oxcart speed in Virginia it would seem . . . . What Virginia needs is Women jurors . . . . Virginia has need to be ashamed of the way she handled the Maxwell case.” In fact, Virginia women were not allowed on juries until 1950.
