  • Notes: Address of the resident governor opening the Assembly session, setting out the legislative priorities of the imperial administration, delivered on May 22, 1740. Called in response to the Anglo-Spanish War of 1739-42 (War of Jenkins' Ear), Gooch asked the Assembly for measures to protect Virginia's coast and the colony's overseas trade.
