No speeches or replies were printed separately for this session either, as John Blair, President of the Council, presided over this brief meeting. Lieutenant governor Francis Fauquier had returned to England in September 1767 and his successor, Norborne Berkeley, Baron de Botetourt, did not arrive in Virginia until April 1769.
