• Notes: Signed in print by Elias Boudinot, president, and Charles Thomson, secretary; followed by the April 21 proclamation of Governor Benjamin Harrison who confirming the statement of the Continental Congress and asking obedience to the proclamation by Virginians.
  John Dunlap and James Hayes began work in Richmond in December 1781 as Virginia's public printers; they held the position until May 1786 with Hayes the sole resident proprietor; here Hayes omitted Dunlap's name from the imprint's colophon.
