Sheet lacks printer credit; only surviving copy in the state archives at the Library of Virginia is dated in manuscript November 13, 1789 on verso and carries forty six signatures. Item was probably printed in Lexington, as a press was established there in 1787 by John Bradford of Philadelphia; however, such an attribution lacks the evidence to support that prospect.
