  A reply to the Remonstrance of Albemarle Citizens against Alien & Sedition Acts (1798.025). which was addressed to those in the U.S. House of representatives; Charles Evans attributed this to Thomas Evans, then the Federalist Congressman from the eastern Virginia counties of Accomack, Northampton, Elizabeth City, Warwick and York, who had defeated Jefferson's friend John Page for that seat in 1797.
