• Notes: A Federalist assault on the character and conduct of Read, then a major Republican figure in the Norfolk area; Read had been removed from office in 1800 after overstepping his judicial authority by extraditing a seaman of British birth to the West Indies without first referring the matter to the federal courts as required under the Jay Treaty of 1797 (see 1800.074 and 1800.075); that controversial affair did not diminish Read's political or social standing among Virginia's Republicans as this attempt to discredit him fully three years later aptly illustrates.
  Sheet lacks colophon; the only Federalist press then operating in Norfolk was that of Charles Willett and James O'Connor, publishers of the Norfolk Herald, so the attribution here.
