- Notes: Distributed in response to the Chesapeake-Leopard incident off Norfolk on June 22, 1807; two weeks later, President Jefferson issued a proclamation asking that 100,000 militia men be organized for a possible mobilization against the British; herein, Cabell informs officials throughout the state of that order and the laws empowering the federal administration.
No copy known extant; title supplied by Swem; Pleasants was ordered by the Council of State to print 500 copies of this letter on July 13, 1807.
