- Notes: Sheet reported the text of President Madison's annual address to Congress, dated November 29th, as did the extra edition of the Enquirer issued two days earlier (1809.046); the bulk of that message concerned the British response to the repeal of the 1807 Embargo Act the year before, which Congress believed would result in the revocation of the Orders in Council to interdict American maritime commerce in the Atlantic; Madison reported those orders had not revoked, and detailed incidents of double-dealing by British emissaries, particularly their appeals in Federalist papers designed to undermine the State Department's authority.
That the Enquirer received this text before the Virginia Argus illustrates the closer publicity ties to the administration held by Thomas Ritchie over those of the elder Samuel Pleasants.
