• Notes: Brought to Virginia from Ireland as a child, Smyth was a lawyer practicing in Wythe County at this time; a Republican, he had served intermittently in the House of Delegates from 1792 to 1808; he resigned that seat to accept a commission in the U.S. Army offered by Jefferson in 1808, and later commanded a U.S. forces on the Niagara frontier during the War of 1812; cashiered as a result of his controversial command decisions, Smyth returned to Virginia and was elected to Congress continuously from 1817 to 1830, excepting the 1826-27 session; he died in Washington while attending Congress and was buried in the Congressional Cemetery.
  The timing of this 1811 publication suggests Smyth planned to resign his commission and run for higher state office or for Congress before the War of 1812 disrupted those plans.
