• Notes: Herein, the Federalist Emott argued that the entire was effort was folly, presenting a point-by-point refutation of reasons for the war stated by Republicans, as enumerated in the recent speech of Speaker Henry Clay (1813.058), deeming them insignificant, while allowing the war to destroy the country's true interest, maritime commerce.
  Despite such Federalist protests, the bill passed on January 29th (Chap. XVI of Acts of Twelfth Congress, Second session).
