  • Notes: A Federalist from Virginia, Sheffey spoke against authorizing the U.S. Treasury to borrow more funds for the ongoing war with Great Britain; he argued that the incompetence of the administration in conducting the war and in estimating its expense made ending the war immediately, without further funding, the only course true to the national interest.
    The firm of Snowden & Simms then published the Federalist-oriented Alexandria Gazette.
