• Notes: Evidently issued during congressional session of December 6, 1813 to April 18, 1814 (13th Congress, 2nd Session) wherein the Federalist members attempted to defeat all war-time measures on grounds that the war was both illegitimate and mismanaged, as well as a ploy to conquer Canada; the "Army bill" was one designed to extend the length of enlistments and so increase the size of the Army; the bill passed 97-32 on January 19th. Robert Wright (1765-1826) was a Republican member of the committee that drafted the bill; he spoke in favor of the bill on January 13th; later that year, he was elected as governor of Maryland.
