  Proposed legislation resulted from a report of a select committee on December 28, 1815 (1815.077) recommending the Assembly create a fund to finance internal improvements from monies the state would soon receive in reimbursement for war-time expenditures made in support of the federal government; and amended form of this bill was enacted on February 5, 1816 (Chap.
