  • Notes: Hayes was appointed public-printer in August 1780 in partnership with noted Philadelphia printer John Dunlap, his mentor; the press they planned to use was lost in October 1780 to British ship patrolling the Chesapeake while enroute to Richmond; replacement did not arrive until April 1781, when Hayes was then forced to flee Richmond, with the rest of the government as a result of British invasion of central Virginia; thus start of this semi-official paper was postponed to December 1781, more than a year after its intended start, once Hayes found means to return his press to Richmond from Charlottesville.
